New Orleans was not much to begin with. France, in order to try to populate the mud hole, sent over criminals and soldiers. The city was also plagued with Nunnehi, as well, and for quite some time, it was simply a city of soldier trolls who liked to kill Nunnehi, and satyr prostitutes. Germans started settling there, as well as 'Acadians'; the wild half french, half native american men from Canada. Spanish ended up settling there, as well. A redcap acadian named Henri Rabideau decided to claim the city as his own, and until he mysteriously dissapeared, his 'rule' was a constant source of strife between the sparse kin in the city and the Nunnehi. As the city grew for 100 years or so, there were a succession of strange criminals of all kiths who would take over, and then quite promptly dissapear.
Jefferson buys Louisiana from Napolean. Suddenly these people are forced to share a city with Americans. The cultural divisions are harsh, and remarkable. The aristocratic Spanish and French are considered lazy by the Americans, and the Americans are considered borish and unsophisticated by the Spanish and French. These differences actually divide the city in half, with two city centers, and two city halls. What will become Jackson Square and the French Quarter are the Creole half, and the Garden District & The Central Buisness district, the American half.

These divisions exist in the Fae world as well. The american fae who came in with the influx of other americans insist on having their own leaders, and the aristocrat spanish and french insist that the americans leave. The Marquis and his court spend all of their time in the Great Tree, and the american 'Mayor', and his advisors spend their time in the american's house. The median between the two halves is neutral ground, and many many duels take place there. Finally, things begin to intergrate, as the mortals start marrying the americans for their money. The marquis and the mayor both also dissapear, leaving the way open for a new leader to emerge.

The kiths during this time, were mostly eshu slaves and free blacks, peppered with redcaps, trolls, and satyrs. There were also a lot of sluagh, but they stayed beneath the ground, and rarely saw the daylight, much less the other kith. It has been sworn that a pooka with a strange sense of humour began the Quadroon balls, or perhaps a satyr with a penchant for hypocrisy. During this time, the Irish began to flood into the city to avoid the famine in Ireland. They brought with them strange kith, who infested the locals with their strange humour, and strange ways.
