Peter MacDonnel was a rather well-known Elizabethan highwayman when he fell afoul of the fates by fleeing into the domain of a rather territorial Gangrel, pursued by a good-sized contingent of British soldiers. Annoyed at the violation of his sanctum, the Gangrel embraced Peter in a fit of pique and sent him back against his pursuers, hoping that the problem would solve itself. Against expectation, the highwayman survived and fled off out of his territory, leaving his sire with the peace and quiet he wanted.
His fame faltered once he stopped leaving live victims to tell of his exploits, but he continued to terrorize the highways of the British Isles for several centuries before industrialization and urban development made his homeland seem too small for him and he emigrated to the Americas. He didn't wander long before his growing territoriality forced him to look for a plot of land to squat on. Fortuitously, the Civil War provided a marvelous cover to slaughter kindred en masse without undue notice and that is just what he did, wiping out the small pack which was holed up in Alexandria before the rest of the Camarilla could catch up and digging himself in.
Since then, he's been quietly enjoying having his own little plot of land to kick around on and is viciously protective of his privacy. Tired of wandering, he's happy to just watch the modern world go by around him and sate his appetites, when they bother him. He has no desire to create progeny beyond the two he has previously (the latter of which is a distant ancestor of the Houma Gangrel Antitribu), not really enjoying the company of others. He is more a voyeur than one prone to socialize and his current fashion affectation (a bum) as well as four centuries of frenzies have made it something of a moot point, anyway.
Pete was a vicious, opportunistic man prior to his Embrace, which helped him to become a vicious, opportunistic animal. He's perfectly happy simply when he has the capability to take whatever he wants with impunity. While he isn't such a glutton that he's taxing the town of Alexandria, he has no compunctions about using his town as he sees fit and he indulges in rape, robbery, murder, and a host of other crimes to sate whatever needs he has at the moment. Granted, none of these things is beyond what he did in life, but they tend to offend the sensibilities of the Camarilla kindred, who are keen to have him removed as "Prince".
In person, Pete is a surly, easily angered, mean old man with very little to make one want to deal with him for an extended period. He likes to be left alone and will insult and threaten anyone who attempts to talk to him until they go away. Unless, of course, they are another vampire, in which case he will look for a good opportunity to tear them into tiny little pieces to bury in the bayous.
Pete has no noteable relationship with any other kindred in the area. While he is a relation of the Gangrel in Houma, they are not aware of this fact and he is only tangentially aware and doesn't care one whit. They do test his borders, though, on orders from Delacroix and it is quite likely he'll have to slay one or more of his great grandchilder in order to make a point, sooner or later.
Unlike an actual Prince, Pete has made no effort to gain social, political, or economic influence over his town. He treats it as a hunting ground, not a domain to be ruled. Still a highwayman to the core, he has little use for the pretenses of rulership and has no tolerance for self-important kindred who try to play the lord.
